| Background Information
on the Land Consolidation Forum and Knowledge Program: |
| In the course of their transition
process, the former socialist countries have been
facing significant impediments to land market development
from fragmented and unviable land parcel structure
through unproductive agriculture, to restricted
availability to financial instruments. As a consequence
of the land privatisation and redistribution, these
countries encountered an excess supply of land resulting
in low land prices and rents. Prices and rents will
rise when agricultural incomes boost whilst land
supply reduces. Land supply declines when land mobility
increases and most of the excess land not used by
owners will be sold. In this process, the land consolidation
processes and the land funds as a major tool have
a crucial role in influencing the land market. |
| The Purpose of
this site: |
The main objective of this site
is to assist to the development and improvment of
effective land consolidation processes.
by two functions:
1. to provide a virtual discussion forum for experts
involved in land consolidation issues to exchange
their ideas, opinios, experiences, and expertise.
2. to create and manage a land consolidation knowledge
pool: to collect, index and publish related documents,
news, events, links, best practices, etc
The final aim is to formulate policy level recommendations
and general guiding principles for CEEC and CIS
on how to establish and operate efficient and cost-effective
land consolidation programs and how to use land
banks/ land funds. |

The forum and the knowledge pool
are operated by the CELKCenter.
The content will be based on the feedback and materials
provided by the users.
